Cook the brown rice according to package instructions.
While the rice is cooking, heat 1 tablespoon of butter in a large skillet over medium-high heat. Add the sliced onions and bell peppers, and sauté for about 5 minutes until they are tender.
Add the ground beef to the skillet, breaking it up with a spatula and cooking until browned, about 5-7 minutes. Stir in the chili powder, cumin, and salt, and cook for another 2 minutes.
Once the rice is ready, assemble the bowls by layering rice, the beef and vegetable mixture, shredded cheddar cheese, and a squeeze of lime juice on top. Serve immediately.
