In a small bowl, combine red onion, vinegar, sugar, and a pinch of salt. Stir well and let sit for at least 10 minutes to pickle.
Heat olive oil in a skillet over medium heat. Add ground turkey and cook, breaking it up with a spoon, until browned and cooked through, about 10 minutes.
Remove the skillet from heat and stir in cilantro and chives. Add salt and pepper to taste.
To assemble, place a few spoonfuls of the turkey mixture into each butter lettuce leaf.
Top with quick-pickled red onions and serve immediately.
