In a large pot, heat 1 tablespoon of olive oil over medium heat. Add the ground beef, breaking it apart with a wooden spoon. Cook until browned, about 5-7 minutes. Drain excess fat if necessary.
Add the diced onion and sliced carrots to the pot. Cook for 3-4 minutes until the vegetables begin to soften.
Stir in the minced garlic and cook for an additional minute until fragrant.
Add the beef broth, barley, salt, and black pepper. Bring the mixture to a boil, then reduce the heat to low and cover.
Simmer the soup for 30-35 minutes until the barley is tender, stirring occasionally.
Taste and adjust seasoning if necessary. Serve hot, garnished with chopped parsley if desired.
