Preheat the oven to 190 degrees Celsius (375 degrees Fahrenheit) and line a baking sheet with parchment paper.
In a mixing bowl, combine the all-purpose flour, baking soda, and salt. Mix well to ensure even distribution of the soda and salt.
Create a well in the center of the dry ingredients and pour in the buttermilk. Stir gently until just combined, being careful not to over-mix to avoid tough bread.
Turn the dough onto a lightly floured surface and knead gently a few times until the dough comes together. Divide the dough into 16 equal pieces and shape each into a small round ball, placing them on the prepared baking sheet.
Brush the tops of each dough ball with melted butter for a golden crust. Bake in the preheated oven for 20 to 25 minutes, until they are golden brown and sound hollow when tapped on the bottom.
While the bread bakes, prepare the herbed butter. In a bowl, combine softened butter, chopped parsley, chopped chives, and minced garlic. Mix until the herbs and garlic are evenly distributed throughout the butter.
Once the soda bread bites are cool enough to handle, serve them warm with the herbed butter on the side.
