In a large bowl, combine the ground pork, diced carrot, minced onion, minced garlic, and chopped green onions. Season with soy sauce, salt, and black pepper.
Lay a spring roll wrapper on a clean surface. Place about 1.5 tablespoons of the pork mixture near one corner of the wrapper. Roll it tightly halfway, fold in the sides, and continue rolling until sealed. Use a bit of water to seal the edge.
Heat oil in a deep pan over medium heat. Once hot, carefully add the lumpia and fry in batches for about 5-7 minutes or until golden brown and cooked through.
Drain on paper towels and serve warm with sweet chili sauce for dipping.
