A traditional Peruvian stir-fry featuring beef, vegetables, and served over steamed rice.

Slice the beef into thin strips and season with salt and black pepper.
In a large skillet or wok, heat 2 tablespoons of oil over high heat.
Add the beef to the skillet and stir-fry for about 3-4 minutes until browned. Remove and set aside.
In the same skillet, add 1 sliced bell pepper and 1 sliced onion. Stir-fry for about 3 minutes until slightly tender.
Add 2 cloves of minced garlic and cook for an additional minute.
Return the beef to the skillet and add 1 tablespoon of soy sauce and 1 tablespoon of vinegar. Stir well to combine.
Serve the stir-fry over steamed rice and garnish with sliced scallions.
