In a large bowl, combine the buttermilk, 0.5 tsp salt, 0.5 tsp black pepper, and chicken breasts. Marinate in the refrigerator for at least 30 minutes.
In a shallow dish, mix together the flour, 1 tsp salt, 1 tsp black pepper, and cayenne pepper. Heat oil in a deep skillet over medium-high heat.
Remove chicken from the marinade, letting excess drip off. Dredge each piece in the flour mixture, ensuring even coating. Fry chicken in hot oil until golden brown and cooked through, about 15-20 minutes. Drain on paper towels.
For the mashed potatoes, peel and dice baby potatoes. Boil in salted water until tender, about 15 minutes. Drain and mash with butter and milk, adding salt to taste.
For the sautéed green beans, heat butter in a skillet over medium heat. Add trimmed green beans and sauté until tender, about 5-7 minutes. Season with salt and pepper to taste.
Serve fried chicken alongside mashed potatoes and sautéed green beans.
