Heat the vegetable oil in a large pan over medium heat.
Add the minced garlic to the pan and sauté until golden brown and fragrant, about 2 minutes.
Add the cooked rice to the pan and stir well to combine with the garlic.
Season the rice with salt and black pepper, continuing to stir for another 3-5 minutes until heated through.
Remove from heat and garnish with chopped green onions if desired. Serve hot.
