Cook the rice according to package instructions and set aside, keeping it warm.
In a medium-sized skillet, heat the vegetable oil over medium heat. Add the sliced onions and cook until translucent, about 5 minutes.
Add the beef slices to the skillet with the onions and cook, stirring occasionally, until browned, about 4 minutes.
In a small bowl, mix soy sauce, sake, mirin, sugar, and water. Pour the mixture over the beef and onions. Simmer for 5 minutes until the sauce thickens slightly.
Preheat the oven broiler on high.
