Preheat the oven to 200 degrees Fahrenheit to keep the steaks warm.
In a shallow bowl, mix 1 cup of flour, 1 teaspoon of black pepper, and 1 teaspoon of salt. In another bowl, whisk 1 large egg and add 0.5 cup of milk.
Dip each beef steak into the egg mixture, then coat thoroughly with the flour mixture. Heat 0.5 cup of oil in a large skillet over medium heat.
Fry the coated steaks in the hot oil for 4-5 minutes on each side until golden brown and crispy. Transfer to a baking sheet and keep warm in the oven.
In the same skillet, remove excess oil, leaving about 2 tablespoons. Add 0.25 cup of flour and whisk for 1 minute to make a roux, then slowly whisk in 2 cups of milk.
Cook the gravy, stirring constantly, until thickened, about 5-7 minutes. Season with salt and pepper to taste.
Serve the crispy steak hot, topped with the creamy gravy.
